La integración como estrategia para el desarrollo
Abstract
The economic integration of Latin America must respond to the demands of a structural crisis that characterizes our countries, confront the existing production relations and delve into the search for genuine integration for the benefit of the great majorities. Today more than ever the question is gaining strength: integration for the benefit of whom? If what is desired is to achieve independent development, to eliminate not only the obstacles to development, but to deepen the analysis of their causes, this requires the study of power relations, of the aspects: economic, political, social, technological, financial and cultural. If what is really intended is to avoid unfavorable terms of trade, overcome balance of payments deficits, eliminate the transfer of capital as a way of contributing to financing, from our countries, the economies of rich countries, accentuating the imbalances commercial and financial; end or mitigate, at least, the unemployment that is becoming more and more acute, to avoid the deformation of our economies, increasing the external debt, our countries having to not only amortize the interest on capital, but also submit to the guidelines emanating from the International Monetary Fund, thus hitting the majority of our people. If the national income is to grow, fundamentally a product of endogenous factors, and not exogenous factors, to achieve productive investments, there is no other way than to fight together. And therein lies the fundamental aspect of Latin American integration and even more so of the Third World. And of course, we could not be content with analyzing only the effects, but we must go to find the causes that generate these evils, otherwise, the dispossession, in different guises, will continue its course.
