Human Rights in the Context of the Venezuelan Humanitarian Crisis

Abstract

The notion of human dignity is based on two types of elements: objective elements, which are those of the order of reality, appreciable by any observer, and which have to do with the material and tangible conditions of life, such as access to basic services, hygiene, among others. And the subjective elements, which are those pertaining to people’s individuality and concern their internal and psychological aspects, such as discrimination, affection, identity. For its part, the right to receive humanitarian assistance in Venezuela must go through a phase of humanitarian negotiation with all parties to the conflict, which contributes to the application of humanitarian principles in practice, allowing favorable conditions of access, security for its implementation and respect for the rights of affected communities, in accordance with international law. Likewise, it is crucial to communicate humanitarian principles clearly, accurately, and precisely to ensure that government actors accept humanitarian aid agencies in the territory. The role of civilian non-governmental organizations in the country must also be emphasized to ensure the effectiveness of the humanitarian response.
