Strategies for technological development from the Center for Corrosion Studies at the University of Zulia: An analysis from Situational Strategic Planning

Abstract

This article presents strategies aimed at strengthening the contribution of the Corrosion Studies Center of the University of Zulia (CEC-LUZ) to national technological development. The study followed a qualitative-quantitative approach with a non experimental design, framed within the explanatory stage of Situational Strategic Planning (PES). Based on document analysis and interviews with researchers from the center, a SWOT matrix and a situational flowchart were developed to characterize the institutional context of CEC-LUZ. The flowchart enabled the distinction between structural constraints beyond the center’s control and areas where strategic intervention is possible. This distinction guided the formulation of feasible strategies
to reinforce internal capacities and enhance the projection of technical expertise to key productive sectors. The results show that economic crisis, institutional fragmentation, reduction of public R&D funding, and deteriorating working conditions severely limit the center’s operational capacity. It is concluded that implementing targeted strategies may strengthen technological management and the transfer of specialized knowledge, thereby reinforcing CEC-LUZ’s role in national technological development.
