Peer Review Process

Manuscripts submitted for publication must comply with the following instructions, prepared considering the style and nature of the Journal and the “Uniform Requirements for Manuscripts Submitted to Biomedical Journals”, established by the International Committee of Medical Journal Editors (ICMJE, www.icmje.org); as well as the principles proposed by the Committee on Publication Ethics (COPE, https://publicationethics.org/).

The journal accepts manuscripts throughout the year, they can be sent by national or foreign authors, resident or not in Venezuela, written in Spanish or English. Manuscripts should be sent to the journal through the Open Journal System (OJS) platform of the University of Zulia institutional repository (http://produccioncientificaluz.org/index.php/kasmera); for submission, the correspondence author must register on the site and upload the files and additional information requested. The manuscript must be uploaded to the system using a file (Word for Microsoft Windows® or another word processor); everything related to correspondence, opinions and suggestions of the reviewers, requirements resulting from the peer-review and notification of the decision of the Editorial Committee, will be carried out through this platform, in case of doubts or difficulties you can write to the following email revistakasmera@gmail.com.

The original manuscripts will be submitted to an evaluation process that will guarantee both the scientific quality of the research and the compliance with the ethical principles and transparency in research proposed by the International Committee of Medical Journal Editors (ICMJE www.icmje.org). The peer-reviewing will be double blind, that is, the authors will not know the identity of the reviewers and vice versa. The evaluation will be external, as reviewers who do not belong to the institution or institutions of affiliation of the author or authors will be sectioned. The evaluation process comprises several stages:

ØReceipt of the manuscript by the editorial committee, the manuscript will be submitted for review by the editorial committee of the Journal, which will determine if the manuscript is within the scope of the Journal and meets the scientific criteria, originality and impact or relevance required. Failure to comply with these requirements the manuscript will be rejected, if fulfilled, it will be considered for reviewing. The editorial committee will also assess whether the manuscript adapts to the style and format of the Journal. The suggestions, corrections and recommendations of the editorial committee will be sent to the authors to make them, then the authors will send the modified manuscript again to the journal's writing. The date of receipt of the manuscript by the journal will be the date of the first delivery and not that of the second.

ØOnce the manuscript modified by the authors has been received, the editorial committee will verify the changes and select the expert reviewers who will evaluate the scientific quality and content of the manuscript.

ØAt this point the reviewers will issue a verdict of acceptance or not of the manuscript and under what conditions the acceptance will be made for publication in the Journal. If the reviewer´s judgment is favorable, the editorial process of the manuscript will continue, otherwise it will be rejected. In the case of continuing the editorial process, the evaluation and suggestions of the reviewing will be sent to the authors, so that they can make the requested modifications.

ØThe authors will send the corrected manuscript to the writing of the journal, they must also send a communication indicating the changes made in it, as well as in the case of not agreeing with any of the suggestions, a justification of why it was not done the change.

ØThe corrected manuscript will be sent again to the reviewers so that they confirm the modifications and justification of the unrealized changes. The reviewers will issue their agreement or disagreement with the authors in the modifications or justifications of the unrealized changes. The expert reviewers will determine, according to their evaluation, whether the manuscript is accepted or not for publication in the Journal. If the evaluation of the reviewers is favorable, the manuscript will be accepted, otherwise it will be rejected. In the case of acceptance of the manuscript, the date of receipt of the evaluation of the last of the reviewers will be considered the date of acceptance of the manuscript. Based on the response of the reviewers in the second evaluation, the editorial committee will decide whether or not to accept the manuscript.

ØAfter the evaluation, the authors will receive the letter of acceptance or rejection of the manuscript. In the case of being accepted, once the editing and assembly process is finished, the galleys or proofs of the manuscript will be sent to the authors for correction before the final publication. Once the process of editing and assembly of the manuscript is finished, it will be published in the digital media of the magazine under a scheme of continuous publication. In the case of rejection of the manuscript, the editorial committee will issue a communication to the authors indicating the reasons for rejection of the manuscript.

ØThe average time of publication of the final version of the manuscript once received is approximately 4 to 6 months, the time of publication in most cases, depends mainly on the time it takes for authors to make suggestions and corrections of the Reviewers

The Editor-in-Chief, verifying that the manuscript complies with all the rules and requirements, assigns the manuscript to the Co-Editor of the specific area, which will select three (3) reviewers among the Scientific Advisors Reviewers of the Journal, they will be experts in the research topic, its function will be to analyze and evaluate the research from a scientific point of view. To the extent possible, the reviewers will belong to institutions or organizations other than the affiliation institutions of the authors of the research. If among the Scientific Advisors Reviewers there are no professionals who by their specialty can fulfill the review, national or international professionals will be selected who meet the necessary conditions to fulfill this task.

Once the reviewer has been selected, a communication with the title and abstract of the manuscript will be sent, consulting him with the possibility of carrying out the peer-review process or not. If the answer is negative, a new reviewer will be selected; In the case of an affirmative response, the request for review will be sent. The reviewers will have a period of 30 continuous days to submit their evaluation to the Editorial Committee. If, within 30 continuous days, the reviewers have not responded, the evaluation will be assigned to another reviewer of the same subject area. The reviewers will not know the identity of the authors or authors of the scientific manuscript they will evaluate and the author(s) will not know the identity of the reviewers selected for the evaluation of their manuscript.

Antiplagiarism Policy

To comply with the ethics and transparency practices of scientific publications, the journal establishes a policy for the prevention of plagiarism and self-plagiarism, Kasmera reserves the right to review, through the use of specialized anti-plagiarism software, all texts sent for publication, using the usual criteria to detect such practices. A basic guide on the most common practices of plagiarism can be found in the COPE guidelines (http://publicationethics.org/search/site/plagiarism).

According to the Merriam-Webster online dictionary, it is considered plagiarism to the action " steal and pass off (the ideas or words of another) as one's own: use (another's production) without crediting the source". On the other hand, it is considered that an author plagiarizes himself (self-plagiarism) when he reuses own material that has already been published, without indicating the reference to the previous manuscript. Plagiarism violates copyright, while self-plagiarism is not considered ethical, to control this problem all manuscripts received are subjected to analysis using Plagius® software that is responsible for analyzing the text of the manuscripts and comparing it with the information present on the web, determining if the text has been copied from another source. The results of the analysis are communicated to the authors.

In case of detecting a practice of plagiarism or self-plagiarism, the situation will be communicated to the authors, who must justify the fact, then the editorial committee will decide if the manuscript will be rejected or not for publication, in case of not justifying the situation, it will be considered improper conduct and may be sanctioned by the journal; other improper or inappropriate behaviors include data fabrication and data forgery including deceptive manipulation of images.
